An earlier version. The version in force
unbin.lv terms of service
Version of 2026-10-14. Applies from 2026-10-14, and to accounts created before that date as clause 26 says.
1. Who provides unbin.lv
1.1. unbin.lv is provided by SIA BARGO, registration number 42403048572, VAT number LV42403048572, legal address Krišjāņa Valdemāra iela 105-57, Rīga, LV-1013, Latvia, e-mail info@unbin.lv ("we", "us").
1.2. These terms are the contract between us and the company that creates an account (the "Customer"). They also bind every person who uses the Customer's account. The price list at unbin.lv/pricing and the order confirmation are part of the contract. If they conflict, the order confirmation prevails, then the price list, then these terms.
1.3. How we handle personal data is described in the privacy notice at unbin.lv/privacy. Annex A to these terms sets out how we process personal data on the Customer's behalf.
2. Words used in these terms
- Account: the Customer's account on unbin.lv. There is one account per company.
- Owner: the person who manages the account's plan, payments and seats. The first person to sign up is the Owner until they pass the role to another person.
- Member: a person the Owner has invited and who has accepted. An Owner is also a Member.
- Seat: a place for one Member. Each plan includes a number of seats.
- Plan: Free, Pro or Team, as described in clause 5 and the price list.
- Billing period: one month or one year, as chosen in the order.
- Question allowance: the number of questions to the AI that a plan includes for each seat in a calendar month (clause 13).
- Customer content: what Members put into the account, such as board entries, notes, comments, hand-offs, followed tenders, alerts and their settings, and questions to the AI.
- Public data: data published by public bodies and registers that unbin.lv reads, such as notices of the Procurement Monitoring Bureau (IUB), the Electronic Procurement System (EIS), the Enterprise Register (Uzņēmumu reģistrs), the Ministry of Finance's de minimis register, and procurement procedure documents published by contracting authorities.
3. For businesses only
3.1. unbin.lv is offered only to businesses. To create an account, a person must give their e-mail address and phone number and the registration number of a company or other entity that the Enterprise Register of Latvia holds. A sole trader (individuālais komersants) acts as a business and may be a Customer.
3.2. The person who creates the account or orders a plan confirms that they may act for the Customer and bind it to these terms. A person who signs up for a company that is not theirs to represent is liable to us for the consequences.
3.3. The person accepts these terms and the privacy notice by ticking the box on the sign-up form; the account is created when they confirm their e-mail address.
3.4. Because the Customer is a business, the rules that protect consumers do not apply to this contract, including the 14-day right of withdrawal from distance contracts.
4. The account, roles and seats
4.1. One account per company. The first person to sign up with a registration number and confirm their e-mail address holds the account for that company. If someone has claimed a company that is not theirs, the company may write to info@unbin.lv. We check the claim and may pass the account to the company's representative or delete it.
4.2. Roles. The Owner orders, changes and cancels the plan, manages payment details, invoices and seats, invites and removes Members, and may pass the Owner role to another Member. Members use the service. An Owner who leaves should pass the role on before leaving. If an account has no Owner, we pass the role to a Member after checking with the Customer.
4.3. Seats. Each plan includes the number of seats in the price list. The Owner may add seats at the price in the price list. An invitation takes a seat only once it is accepted. A seat is for one named person. Logins may not be shared, and a seat may not be rotated between people to avoid buying another. A Member who leaves the Customer's business frees the seat when the Owner removes them.
4.4. Security. Members keep their passwords to themselves. The Customer is responsible for what is done through its account. The Customer tells us without delay at info@unbin.lv if it believes someone else has used the account.
5. Plans
5.1. Free. One seat. It includes the list of open calls (searched by title as typed, with basic filters), a public summary of each record, and the Customer's own company with its headline figures. It does not include AI, history, alerts or messages, exports or analytics. A daily viewing limit applies, and the price list states it. The Free plan uses no paid resource. We may change what it includes, or end it, with 30 days' notice by e-mail.
5.2. Pro. One seat, with everything in the service and the question allowance.
5.3. Team. Three seats sharing one question pool. It includes everything in Pro, plus the shared board, the fit check, who bid, and the calendar feed. Up to two extra seats can be added, five seats in all.
5.4. Prices on the date of this version (excluding VAT; the price list in force on the order date applies):
| plan | monthly | yearly | seats included |
|---|---|---|---|
| Free | €0 | — | 1 |
| Pro | €59 | €590 | 1 |
| Team | €99 | €990 | 3 |
| an extra seat (Team, at most 2) | €19 | €190 | +1 |
5.5. The price list describes each plan in more detail. What a paid plan includes is not reduced during a billing period already paid for, except as clauses 13.4 and 21.3 allow, and then with the remedy those clauses give.
6. The trial
6.1. A company that signs up has a 14-day trial, starting when the first Member confirms their e-mail address. The trial includes everything in the Team plan. The question allowance during the trial is the one stated on the price list.
6.2. One trial per registration number. Members invited during the trial join that trial; an invitation does not start a new one. We may extend a trial at our discretion.
6.3. No charge without an order. Starting a trial does not require payment details. Nothing is charged unless the Owner orders a paid plan under clause 7.
6.4. When the trial ends without a paid plan, the account moves to the Free plan. The board, followed tenders, alerts and their settings are paused and kept: alerts and messages stop, and the content is kept unchanged. It becomes fully available again when a paid plan is ordered. How long paused content is kept is stated in clause 18.5.
6.5. We remind the Owner by e-mail before the trial ends and on the day it ends.
6.6. The trial is offered for evaluation and for a limited time. The switching rules in clause 19 apply to paid plans.
7. How to order a paid plan
7.1. A paid plan is ordered online. The steps are:
- the Owner chooses a plan, the billing period and the number of seats at unbin.lv/pricing or in Settings;
- the Owner is taken to a payment page hosted by our payment service provider, Stripe, and enters the Customer's invoicing details (name, address, VAT number if any) and a payment method (card or SEPA Direct Debit);
- before confirming, the page shows the plan, the period, the seats, the price excluding VAT, the VAT, the total, how often it will be charged, and that the plan renews automatically. The Owner can correct any detail by going back or by editing the field before confirming;
- the Owner confirms the order with the button that says it commits to pay;
- we confirm the order by e-mail, and the plan is active.
7.2. The contract for the paid plan is concluded when the order is confirmed in step 4. The order confirmation, these terms and the price list are sent to the Owner's e-mail address or linked from it, and they stay available in Settings.
7.3. The contract can be concluded in Latvian or English. If the two versions differ, the Latvian one prevails.
8. Prices, VAT and invoices
8.1. All prices are in euro and exclude value added tax (bez PVN). Latvian VAT at the rate in force (21% on the date of this version) is added for Customers established in Latvia. For a Customer established in another EU member state with a valid VAT number, no Latvian VAT is charged and the invoice states "nodokļa apgrieztā maksāšana" (reverse charge).
8.2. We issue an invoice for every payment, including every payment made in advance, within the time limits of the Value Added Tax Law. Invoices are issued by SIA BARGO and carry the details that law requires.
8.3. The Customer agrees to receive invoices electronically, by e-mail and in Settings. From the date the law requires it, invoices to a Customer registered in Latvia are also sent as structured e-invoices. A contracting authority that is a budget institution receives a structured e-invoice already. The Customer keeps its invoicing details correct in Settings. We are not responsible for an invoice that is wrong because the Customer gave wrong details.
9. Payment and automatic renewal
9.1. A paid plan is paid in advance for each billing period, by card or SEPA Direct Debit, through Stripe. Card numbers and bank account details are entered with Stripe, not with us. We keep only Stripe's references, the card brand, the last four digits and the expiry date.
9.2. Automatic renewal. A paid plan renews automatically at the end of each billing period, for a period of the same length, at the price in force on the renewal date (clause 14). The payment method on file is charged on the renewal date. A plan renews until the Owner cancels it under clause 11.
9.3. Reminder before a yearly renewal. For yearly plans, we e-mail the Owner at least 30 days before the renewal date, giving the date, the price and how to cancel.
9.4. If the Customer's bank asks the payer to confirm a payment, Stripe sends a link to do so. A SEPA Direct Debit is made under a mandate the payer gives to Stripe, and the payer is told before each debit as that mandate states.
9.5. When a payment fails, the account moves to the Free plan at once, and clause 6.4 applies to the content as if the trial had ended. Stripe tries the payment again and we tell the Owner by e-mail. When the payment is made, the paid plan returns for the period it pays for. A payment that is still being processed and has not failed (for example a SEPA Direct Debit) keeps the paid plan for up to 7 days after the due date. The amount for any period already provided remains due.
9.6. Late payment. For an amount not paid on time, we may charge statutory late-payment interest under Civil Law Article 1765 and the fixed sum for recovery costs under Article 1668.9 (EUR 40).
10. Changing the plan and the seats
10.1. Upgrade. The Owner may move to a higher plan, add seats or switch from monthly to yearly at any time. The change applies at once. Stripe charges the difference for the rest of the current period in proportion to the days left.
10.2. Downgrade. The Owner may move to a lower plan, remove seats or switch from yearly to monthly. The change takes effect at the end of the current billing period, and nothing is refunded for the current period.
10.3. A move to the Free plan is a cancellation under clause 11.
11. Cancellation
11.1. The Owner may cancel a paid plan at any time in the customer portal (Settings → Billing → Manage subscription), without giving a reason.
11.2. The cancellation takes effect at the end of the billing period already paid for. Until then the plan works as before. After that, the account moves to the Free plan, and clause 6.4 applies to the content.
11.3. Refunds. A billing period that has begun is not refunded, except:
- in the cases in clauses 13.4, 21.3, 23.3 and 25.3;
- where the law requires a refund;
- where we, at our discretion, decide to give one.
A refund is made to the payment method used, with a credit note.
11.4. Cancelling the plan does not delete the account. The Owner may delete the account in Settings. Clause 18.5 says what is kept after that.
12. The founding offer
12.1. The first 50 companies to order the Team plan on yearly billing under the founding offer pay €690 (excluding VAT) for the first 12 months. The 50 are counted in the order in which their first payment succeeds. The price list shows how many places remain.
12.2. The founding price applies to the first yearly billing period only. From the first renewal, the Team plan renews at the yearly Team price on the price list on the renewal date (€990 excluding VAT on the date of this version), unless the Owner cancels before the renewal date. We remind the Owner under clause 9.3.
12.3. Each registration number may have the founding offer once. It cannot be combined with other discounts. Extra seats are charged at the normal price. If the Customer cancels, or moves to a plan other than Team on yearly billing, during the first 12 months, the founding price ends with that period and is not offered again.
13. The question allowance and AI
13.1. The allowance. Pro and Team include questions to the AI about tenders and their documents. The question allowance is stated on the price list per seat per calendar month (about 300 a seat on the date of this version). Team's seats share one pool: the allowance per seat multiplied by the number of seats. The pool is counted for the Customer as a whole each calendar month, in Riga time. An unused allowance does not carry over. When the pool is used up, questions stop until the next month, or until the Customer buys more if the price list offers it. The rest of the service keeps working.
13.2. Why the allowance can change. The allowance depends on what AI processing costs us. That cost is set by our AI providers and can change.
13.3. Changing the allowance. We may change the question allowance by e-mailing the Owner at least 30 days before the change. The notice states the new allowance and the date it applies.
13.4. If the allowance goes down, the Owner may cancel within those 30 days with effect from the date of the change. For a plan paid in advance, we then refund the price of the whole months left in the period after that date.
13.5. AI output is marked and may be wrong. Lines read by AI from procedure documents, and answers to questions, are marked in the service as generated by AI. They quote or point to the documents they come from, but they can be wrong or incomplete. Before the Customer relies on one, especially for a deadline, a requirement or a qualification criterion, it checks the contracting authority's procurement procedure documents. The documents published by the contracting authority prevail.
13.6. What is sent to the AI provider. To answer a question, we send the question, the conversation's earlier questions and answers, passages from that tender's documents and our data on the tender. If the question is about the Customer's own company, we also send our figures for it, without its name or registration number. Personal data is removed from questions and documents before they are sent. We do not send the Member's name, e-mail or account. Our AI provider is an AI service provider in the People's Republic of China and processes the data there. We name the current provider to the Customer on request. Its own terms do not exclude using what it receives to improve its models. The Customer does not put into a question anything it would not want processed on those terms, such as personal data, its bid prices, trade secrets or other confidential information.
13.7. We do not use the Customer's questions or content to train AI models of our own.
14. Price changes
14.1. We may change the prices on the price list. A new price applies to an existing paid plan only from its next renewal after at least 30 days' notice by e-mail to the Owner. An Owner who does not accept the new price cancels before the renewal under clause 11.
14.2. A price change does not affect a billing period already paid for, or the founding price for its first 12 months.
15. The public data and what we compute
15.1. unbin.lv reads public data and computes figures from it. We are responsible for computing correctly from the public data as published, by our own methods. If the Customer reports that one of our figures does not follow from the source, we check it and, if we were wrong, correct it without undue delay.
15.2. We do not warrant that the public data is complete, correct or current. A source can be wrong, late, changed or withdrawn by its publisher. A mistake in a register is corrected by that register, and unbin.lv follows it on its next load. The service shows when its data was last loaded.
15.3. Nothing in unbin.lv is legal, financial or bidding advice, or a recommendation to submit or not to submit a tender in any procurement procedure. The Customer decides for itself whether and how to take part in a procurement procedure, and checks what matters against the contracting authority's own documents and the official publication.
15.4. Our methods of computing figures, indicators and scores are our own. We show the results, not the formulas, and do not disclose the methods.
16. People in the data
16.1. Public data includes the names of natural persons: board members and others with the right to represent a company, as the Enterprise Register publishes them; natural persons who were awarded a contract, as the procurement notice names them; and contact persons and procurement commission members named in procedure documents. unbin.lv shows these names only to signed-in Members, as the source publishes them, and never shows personal codes or dates of birth.
16.2. For what the Customer itself does with personal data it reads in unbin.lv, the Customer is the controller under the GDPR. It uses that data only for purposes compatible with why it was published, such as assessing a supplier, partner or competitor in a procurement procedure. It does not use it to build profiles of people outside their public role or to market to them in breach of the law.
16.3. A person who objects to being shown can write to privacy@unbin.lv, as the privacy notice describes.
17. Acceptable use
17.1. The Customer uses unbin.lv for its own business. The Customer and its Members must not:
- copy, resell, sublicense or publish the service or substantial parts of its data, or build a competing service or dataset from it;
- access the service by automated means (scraping, crawlers, bulk downloads) other than the exports and feeds the service offers;
- get around limits, the question allowance, the daily viewing limit, access controls or security, or test the service's security without our written permission;
- share logins or seats in breach of clause 4.3;
- use the service in breach of the law, including the GDPR and the rules on unsolicited commercial communications.
17.2. Exports are for the Customer's internal use and may be limited in size.
18. Customer content and data
18.1. The Customer owns its customer content. It grants us the right to store, process and display it in order to provide the service to the Customer, and to produce aggregate statistics that identify neither the Customer nor any person.
18.2. We keep customer content confidential. We disclose it only to the service providers described in the privacy notice and Annex A, to the extent they need it to run the service, or where the law requires.
18.3. Where customer content contains personal data, we process it on the Customer's behalf under Annex A.
18.4. Export. The Owner can export the Customer's content in Settings at any time while the account exists, in the formats clause 19.3 lists.
18.5. What is kept, and for how long:
- Paused content (clauses 6.4, 9.5 and 11.2) is kept while the account exists. If no Member signs in for 24 months, we e-mail the Owner, and if no Member signs in within the next 30 days, we delete the account and its content.
- When the account is deleted, the account, its Members' accounts and the customer content are deleted at once. They stay in encrypted backups for up to 6 months (the backups' rotation), and are not restored from them except to recover from a failure.
- Invoices, credit notes and payment records are kept for 5 years from the date of issue, or longer where the Accounting Law requires, as the Value Added Tax Law and the Accounting Law require. This applies even after the account is deleted. They hold the Customer's invoicing details and the Owner's name and e-mail address.
19. Switching to another provider
19.1. This clause gives effect to Regulation (EU) 2023/2854 (the Data Act) for paid plans.
19.2. The Customer may at any time ask, by e-mail to info@unbin.lv or in Settings, to switch to another provider or to its own systems, or to have its exportable data erased. The notice period for starting a switch is the time to the end of the current billing period, and never longer than two months. Within 30 days after that, we:
- keep the service and the export working;
- give reasonable help and the information the Customer needs to leave;
- keep the data secure.
If 30 days is not technically possible, we tell the Customer within 14 working days why, and propose a longer period of no more than seven months. The Customer may extend the transitional period once.
19.3. What can be exported: board entries, notes, comments, hand-offs and their history; followed tenders and their stages; alerts and their settings; the list of Members; and the Customer's own questions and answers to the AI, while they are kept. Exports are given in machine-readable formats (CSV and JSON). Our computed figures, indicators, methods and the compilation of public data are our trade secrets and protected by our rights (clause 20), and are excluded. Public data stays available from its publishers.
19.4. After the transitional period, the data can be retrieved for at least 30 days. After that, the exportable data is fully erased, except as clause 18.5 requires.
19.5. We charge nothing for switching or exporting.
20. Intellectual property
20.1. The service, its software, design, texts, computed figures, methods, and the database we compile from public data belong to us. The database is protected by the database maker's right (Copyright Law, Article 57). Public data itself remains free to obtain from its publishers.
20.2. While a paid plan or the Free plan runs, the Customer and its Members may use the service and what they export from it for the Customer's own business. This right is non-exclusive and cannot be transferred. It ends when the contract ends, except for exports already made for internal use.
20.3. Suggestions the Customer gives us may be used freely to improve the service.
21. Availability, support and changes to the service
21.1. We aim to keep unbin.lv available at all times but promise no level of availability. We may interrupt it for maintenance, preferably outside working hours in Riga, and for security reasons.
21.2. Support is by e-mail at info@unbin.lv. We answer on working days.
21.3. We develop the service and may change it. If we remove a feature that a paid plan includes and that is essential to the Customer, the Owner may cancel within 30 days of being told. We then refund the price of the whole months left in a period paid in advance.
22. Liability
22.1. Nothing in these terms limits or excludes liability for loss caused intentionally or by gross negligence (Civil Law Articles 1643 and 1645), or any other liability that Latvian law does not allow to be limited.
22.2. To the extent Latvian law allows:
- we are not liable for indirect or consequential loss, including lost profit, lost contracts or tenders, lost revenue, or loss arising from a decision to take part, or not to take part, in a procurement procedure;
- we are not liable for loss caused by public data being incomplete, wrong or late (clause 15.2), or by relying on AI output without checking the documents (clause 13.5);
- our total liability for all claims in a calendar year under this contract is limited to the amount the Customer paid us in the 12 months before the event that caused the claim. For the Free plan and the trial, where nothing was paid, it is limited to €100.
22.3. The Customer is liable for loss it causes us by breaching clauses 3.2, 16.2 or 17.
23. Suspension and termination by us
23.1. We may suspend the account, or a Member's access, at once if it is needed to protect the service, its security or other customers, or if the law or an authority requires it. We tell the Owner why without delay.
23.2. If the Customer breaches these terms, we may ask it to remedy the breach within 14 days. If it does not, or if the breach is serious (for example scraping, reselling, or claiming a company that is not its own), we may terminate the contract by e-mail to the Owner.
23.3. We may also end the service, or the contract with a Customer, for any reason, with 60 days' notice by e-mail. We then refund the price of the whole months left in a period paid in advance. Clause 19 applies.
24. Events beyond our control
Neither party is liable for failing to perform while it is prevented by circumstances beyond its reasonable control, such as the failure of a public source, a hosting or payment provider, or the network, a natural disaster, war, or an act of an authority. The party affected tells the other without delay. This does not suspend the duty to pay for a period already provided.
25. Changes to these terms
25.1. We may change these terms. We e-mail every Owner at least 30 days before a change applies and publish the new version with its date. Earlier versions stay available.
25.2. A change that the law requires, or that only adds something in the Customer's favour, may apply sooner.
25.3. If a change is to the Customer's material disadvantage, the Owner may cancel before it applies, with effect from the date it applies. We then refund the price of the whole months left in a period paid in advance.
26. Accounts created during early access
Accounts created before 2026-10-10 were offered free of charge during early access, with the promise that nothing would be charged without their agreement. That promise stands. Those accounts receive this version by e-mail at least 30 days before it applies to them. From that day they have the 14-day trial (clause 6), then the Free plan, and nothing is charged unless the Owner orders a paid plan.
27. Notices and language
27.1. We send notices to the Owner's e-mail address in the account. The Customer sends notices to info@unbin.lv. An e-mail is received when it reaches the recipient's mailbox.
27.2. These terms are published in Latvian and English. If they differ, the Latvian text prevails.
28. Law and disputes
28.1. The law of the Republic of Latvia applies to these terms and to the contract.
28.2. The parties first try to settle a dispute by negotiation. A dispute that is not settled within 30 days is decided by the court of first instance in Rīga, Rīgas pilsētas tiesa, under Civil Procedure Law Article 30.
29. Final provisions
29.1. If a provision is invalid, the rest stays in force, and the invalid provision is replaced by a valid one as close to its purpose as possible.
29.2. Not using a right is not a waiver of it.
29.3. We may assign this contract to a company that takes over the service, with notice to the Owner. The Customer may assign it only with our written consent.
29.4. These terms, the price list, the order confirmation and Annex A are the whole agreement on the service.
---
Annex A. Processing personal data on the Customer's behalf (GDPR Article 28)
A.1. Roles. For personal data in customer content (for example a name in a board note or comment, or a colleague named in a hand-off), the Customer is the controller and we are its processor. For account data, billing data and the public data we show, we are the controller, as the privacy notice describes.
A.2. Subject and duration. We store, display, back up, send as notifications (by e-mail or, if a Member chooses, by a messaging app) and delete customer content, for as long as the contract lasts and clause 18.5 allows. The data subjects are Members and the people they name. The data is whatever personal data Members put into customer content. Special categories of data must not be put into it.
A.3. Our duties. We:
- process the data only on the Customer's documented instructions, which are these terms and the Customer's use of the service's settings, unless the law requires otherwise, in which case we tell the Customer first unless the law forbids it;
- ensure that the people who process it are bound to confidentiality;
- protect it with appropriate technical and organisational measures (GDPR Article 32);
- help the Customer, as far as we can, to answer data subjects' requests and to meet its duties under Articles 32–36 GDPR;
- tell the Customer without undue delay, and where possible within 48 hours, after becoming aware of a personal data breach affecting the Customer's data;
- at the end of the contract, return the data through the export (clause 19) and delete it as clause 18.5 says;
- make available the information needed to show that we meet these duties, and allow audits by the Customer or an auditor it mandates, on 30 days' notice, at the Customer's cost, at most once a year unless there has been a breach.
A.4. Sub-processors. The Customer authorises us to engage sub-processors in the following categories:
| sub-processor | what it does | where |
|---|---|---|
| a hosting provider | hosting the servers and the database | EU |
| an e-mail delivery provider | sending e-mail notifications | EU |
| a backup storage provider | storing encrypted backups | EU |
| a messaging app | delivering messages only to a Member who chooses it | outside the EEA |
The current list of sub-processors is available to the Customer on request at info@unbin.lv. We tell the Owner by e-mail at least 30 days before adding or replacing a sub-processor. The Customer may object on reasonable grounds within that time. If we cannot meet the objection, the Customer may cancel with effect from the change, and we refund the price of the whole months left in a period paid in advance. Each sub-processor is bound by data protection duties no weaker than these. Customer content is not sent to the AI provider, except a question that a Member chooses to ask, as clause 13.6 describes.
A.5. Transfers. We do not transfer customer content outside the European Economic Area, except through a messaging app when a Member chooses it. Where a sub-processor may access data from the United States, it relies on the EU–US Data Privacy Framework or on standard contractual clauses.
